The Planning and Development Services work to protect the health, safety and welfare of the citizens of Black Mountain by developing and implementing local plans and regulations that guide building construction, subdivision and zoning district requirements within the Town.

This department also provides staff support for the Town’s Historic Preservation Commission, Planning Board and Zoning Board of Adjustment. Conditional Use Permits, appeals, variances, rezoning requests and historic property designations are some of the requests we manage on behalf of these committees and boards. In conjunction with the Planning Board, the Department works on zoning amendments, new ordinances and other land use planning tools and documents.

If you want to build, remodel or repair structures in Black Mountain, please contact our Building Inspector, Dan Cordell to fill out a building permit application. For subdivisions, planned unit developments, floodplain areas or any work within the Historic Preservation District, you should contact the Department staff directly before filling out an application as additional review procedures may apply.

If you are planning to buy real estate or start a business, our office is a good place to go for information about existing structures, site restrictions or planning considerations.You can also find detailed information using our GIS mapping. This feature will allow the user to access information about a specific property and zoning designation. This tool should only be used for reference. Director of Planning and Development Services

The Planning Director is responsible for planning, directing and developing short and long range planning activities, services and programs; coordinating and supervising zoning ordinance, project management, grant writing, environmental code enforcement and building inspections. The Director also coordinates work with the Town Manager and other department directors; maintaining records and files and preparing reports. Work is performed under the general supervision of the Town Manager.

Mrs.  Trotman has a Bachelor Degree in Humanities from UNCG Greensboro. She has a Master’s of Science of Environmental Health from East Carolina University and has completed coursework in Sustainability and Environmental Management from Harvard University.  She holds a certificate from Duke University in non-profit management and professional certifications in low impact development and stormwater management. Mrs. Trotman She has also completed the LGFCU Fellows program at the UNC School of Government. Ms. Trotman joined the staff in 2017. 


Building Inspector

Dan Cordell joined the Town staff in July of 2001. He was formally the Building Inspector and Zoning Administrator in Sunset Beach, N.C as well as a former Licensed General N.C. Contractor. Dan is currently a Certified Inspector in building, electrical, mechanical, fire, and plumbing. He also holds a certification in Zoning Administration in North Carolina and is a Licensed Home Inspector and serves as the Town’s Flood Plains Manager.

Jennifer Tipton joined the Planning and Development Department in September of 2005. Jennifer is a Certified Zoning Officer and serves as the  Zoning Administrator for the Town. Jennifer also is a certified Level 1 Building and Fire Inspector and a Notary Public.
