The Town of Black Mountain Public Works Department provides a vast array of services to the community. Included under this umbrella of services are the Street Division and the Water Department. Sanitation services, while provided as a contractual service for the Town, are overseen by our Public Response Clerk in affiliation with this department. It is our goal to provide all Public Works services in the most efficient and effective method possible while insuring that our community presents a clean and well manicured image to those that live and visit here. We hope that we meet those goals and that we also meet your expectations for us. We encourage you to contact us and provide us feedback and assistance in our mission to serve the public.

Public Works Administration
Our Public Works Director oversees the operations of the entire department from within this division. He directs a staff of 13 and is responsible of coordination between those divisions under his direct supervision, and those that are closely affiliated, in an attempt to provide a high quality of service for a reasonable cost. The primary goal of this division is to process, monitor and coordinate the operations as we attempt to deliver and constantly improve upon the delivery of the day-to-day services of the department. The Director sets the goals and objectives of the Department and then insures that they are carried out in a manner that insures that these essential services go uninterrupted throughout the year.

Street Division
The employees in this division are responsible for the preservation, maintenance, and expansion of an infrastructure system that includes approximately 43 miles of public streets and over five miles of public sidewalks. The enhancement and improvement of the aesthetic beauty of the community is a primary mission of the entire organization and the Street Division contributes to this mission by insuring that this system of infrastructure is properly maintained and enhanced to allow our residents and visitors access to the community and its beauty. Our Street Services Crew Supervisor heads this division and is responsible for the supervision of five employees.

Sanitation
The Town of Black Mountain provides residential solid waste services through a contract with a private company. The coordination for this service comes through our Public Response Clerk who works with the Public Works Department out of the Town Hall. The Town collects all types of solid waste including household garbage, yard waste and other miscellaneous materials. We also operate a highly successful curbside recycling program that boasts one of the highest participation rates in the State of North Carolina. We encourage our citizens to participate in the recycling program to control costs and to preserve our natural resources for future generations. While we provide a wide array of services in the sanitation field, we encourage residents to contact our Public Response Clerk at (828) 669-8732 before disposing of items that are not considered to be household garbage. While we provide a high level of service, certain schedules are maintained for the collection of items that are considered unusual or out of the ordinary.

Water Department Operations Division
wellhouse
The Public Works Department oversees the production and distribution of potable water in the Black Mountain area. We produce 220 million gallons of water annually from 17 wells. That water is distributed through approximately 2,860 taps to 6,450 customers along 54 miles of water lines. A staff of six employees is responsible for the maintenance of this system. The Water Operations Division works closely with the Water Administration Department, which is housed in the Town Hall, to insure that the highest possible quality of water is delivered to our customers at a reasonable cost. We are also appreciative of our working relationship with the City of Asheville who provides water to many of the customers within the corporate limits of the Town. There are cross-connections between the two systems that allow both parties to maximize their service delivery and to assist in maintenance of pressure and sufficiency of supply when one of the systems is experiencing flow problems. If you have questions regarding billing or wish to report a problem that you have noticed with the system, we encourage you to contact the Water Administration office at (828) 669-8250.
