The Town of Black Mountain adopted the Council-Manager form of
government in 1986. The Manager is directly responsible to the Board
of Aldermen for administration of all affairs placed in his charge
by them and as is placed in the position through the North Carolina
General Statutes. State required responsibilities include personnel
supervision, preparation of the annual budget and capital
improvement program, and submission of an annual report detailing
the financial and administrative activities of the Town. The more
general guidelines of the Board of Aldermen require the Manager to
insure that the delivery of municipal services is carried out in
accordance with both the directives of the Board of Aldermen and all
applicable laws and ordinances. In short, the Manager is responsible
to the Board of Aldermen for the daily operations of the Town as
they pertain to the delivery of services in accordance with the
Board's policy directives.
While the Manager is directly responsible to the Board of
Aldermen for the daily operations of the Town, the entire
organization, including the Board and all the employees of the Town,
work together, as a team, to insure that the public gets the best
quality service delivered in the most efficient and effective way
possible. As a result of our team approach to the delivery of our
services we encourage and empower our employees to resolve customer
complaints to the best of their ability. If, however, you have a
complaint that is not resolved by speaking with the employee
providing the service, or by the head of the department responsible
for the delivery of that service, then please contact the Town
Manager. In situations where your issue of concern involves a
question of Town policy or an issue that must eventually be
addressed by the Board of Aldermen, you should contact the Manager
directly. If you are uncertain who you should contact regarding a
service issue or a matter of public policy, you should contact the
Office of the Town Manager and the staff in that department will be
more than happy to assist you with direction as to how best to
address the issue.
