Does your property or housing development have a Stormwater Control Measure?
The Town’s Phase II Stormwater Ordinance has been updated to allow all private property owners with Stormwater Control Measures (SCMs) the choice of utilizing a NC State University (NCSU) Cooperative Extension Certified Stormwater SCM Inspection and Maintenance Inspector to complete their required SCM inspections.
Staff have previously made this request to the State, because NCSU Extension Certified professionals are significantly less expensive than professional engineers and landscape architects. Town staff have continued to make this request, and now with new staff in place at the state level, the request has been supported. The State now supports allowing NCSU Extension Certified Inspectors as an option for a qualified professional, in addition to engineers and landscape architects, to perform all required SCM maintenance inspections.
A property owner may also choose to take the NCSU Certified SCM Inspector training to become an NCSU Certified SCM inspector themselves, allowing them to complete and submit their SCM inspections without hiring an inspector.

This update to the Town’s Phase II Stormwater Ordinance, Section 8.2.18 General standards for maintenance of SCMS, was approved by Town Council on Monday, November 13, 2023. If your property has an SCM, you will also be receiving this information by mail.
